THE MALAYSIAN TECHNICAL COOPERATION PROGRAM (MTCP)

MTCP PROGRAMME BACKGROUND

THE MALAYSIAN TECHNICAL COOPERATION PROGRAM (MTCP) was first initiated at the First Commonwealth Heads of Government Regional Meeting (CHOGRM) for Asia Pacific Region in Sydney in February 1978. It was officially launched on 7 September 1980 at the 2nd CHOGRM in New Delhi, India, to signify Malaysia’s commitment to South-South Cooperation, in particular Technical Cooperation among Developing Countries (TCDC).

Action with developing countries, strengthen regional and sub-regional cooperation, as well as cultivate collective self-reliance among developing countries. The MTCP emphasises human resource development through the provision of training in various vital fields for developing a country such as public administration, good governance, health services, education, sustainable development, agriculture, poverty eradication, investment promotion, ICT and banking. Maritime Academy Sultan Ahmad Shah (AMSAS) was given credence by the MTCP as one of the training providers that focuses on education and training in Maritime Law Enforcement (MLE) to build capacity, specifically, the technical capacity of trainee to be a trainer.

The MTCP emphasizes the development of human resources through the provision of training in various areas which are essential for a country’s development such as public administration, good governance, Government of Malaysia to promote technical cooperation the other developing countries;

In line with the spirit of South-South Cooperation, Malaysia shares its experience in development and expertise with other developing countries through the MTCP. This programme is part of the commitment of the

  • To encourage and promote South-South Cooperation; and
  • To encourage and promote technical cooperation within developing countries.

PROGRAMME BACKGROUND INTERNATIONAL INTERDICTION BOARDING AND INSPECTION COURSE (IIBIC) 2021

The project on ‘Enhancing Educational and Training Capacity of Malaysian Maritime Enforcement Agency (MMEA) and Encouraging Cooperation among Neighbouring Countries 2018-2021’ was developed through a collaboration programme between MMEA and the Japan International Cooperation Agency (JICA). It was aimed to strengthen the capacity of MMEA to organize and manage international training programmes, focusing on the subject of maritime safety and security. Our overall goal is for Maritime AcademySultan Ahmad Shah (AMSAS) to be recognized as the Centre of Excellence (CoE) of Southeast Asian providing trainings in the field of maritime safety and security to other foreign agencies, while simultaneously contributing to maintain and enhance regional maritime safety and security of Asia.

AMSAS conducted the first International Advanced Boarding Officer’s Course (IABOC) in 2014 which involved the Djibouti Coast Guard, and in 2017, AMSAS once again has successfully conducted the second series of IABOC involving countries from the African continent.

The International Interdiction & Boarding Inspection Course (IIBIC) is designed specifically to meet the requirement of the MMEA with regards to the conduct of Boarding Operations with the vision of becoming among the best maritime enforcement agencies in law enforcement and saving lives and properties at sea. Boarding is one of the most crucial tasks in enforcement duties at sea. The establishment of MMEA is appropriate to ensure that Malaysian waters are always safeguarded from all aspects of maritime crimes and pollution and so on. Throughout thecourse, it is hoped that with collective efforts, we can ensure a safe maritime environment for the maritime community.

Subsequently, the MMEA Mobile Training Team (MTT) consist of the Interdiction Instructors was established. To date, a total of 33 courses were organised by the team and over 800 participants were trained.  Apart from conducting local boarding courses, MMEA MTT Interdiction Instructors have also been invited to jointly conduct Boarding Courses in Thailand, Vietnam and Cambodia.

OBJECTIVES PROGRAMME

1) To share knowledge and best practices concerning boarding operation.

2) To ensure enforcement duties are carried out efficiently according to the law.

3) To ensure every boarding officers is well prepared to conduct boarding on vessels professionally, safe and legitimately.

 

TRAINING OUTLINE/ METHODOLOGIES

An integrated teaching and learning methodology will be adopted. Participants learn through interactive classroom lectures, discussions and simulated exercises using online learning. The methodology for online learning and training is through the usage of Skype or any online methods.

  • The course is developed for relevant Maritime Law Enforcement (MLE) agency officers.
  • Officers nominated must be in the rank of Petty Officer to Lieutenant Junior Grade.

Submitted application forms must be accompanied by the applicant’s:

The application must be completed & endorsed by the Ministry of Foreign Affairs/Focal Points responsible for the MTCP program in the applicant’s country, then submitted through the applicant’s government to the Ministry of Foreign Affairs Malaysia, via a Note Verbal from the applicant’s Ministry of Foreign Affairs and must reach AMSAS at least 2 months (to be advised accordingly) prior to the commencement of course.
